All of our licensed directors adhere to the highest standard of ethical practices and are committed to ensuring that all of your needs are attended to. William S. Herb Jr.

Licensed Funeral Director, Supervisor, & Owner

Bill joined our staff in 1987. Growing up in Camp Hill, he first became involved in the funeral business while in high school and in the employ of the Myers-Hall Funeral Home. After graduation he attended Harrisburg Area Community College and the Pittsburgh Institute of Mortuary Science, graduating in 1986. Bill then completed an internship at the Rohland Funeral Home in Lebanon. He became a licensed funeral director in 1987 and has been employed by the Fogelsanger-Bricker Funeral Home ever since. In 1998 he became an associate in the business, and in November 2009, he and his wife Pam purchased the funeral home.

Bill is a member of the Shippensburg Kiwanis Club, the Harrisburg Consistory, the Free and Accepted Masons Lodge #315, and the Shippensburg Community Organization D.O.I.T. He enjoys hunting, fishing, and golfing. He also loves spending time with his children and watching them play sports. Bill resides in Newburg with his wife Pam and their son Brock. He also has two grown sons Derek and Dylan, a daughter-in-law Keri, a granddaughter, Blair and a grandson Colson.

Justin D. Barton

Licensed Funeral Director

Justin came to work at the F.B.F.H. while attending Shippensburg University and continued on after completion of mortuary school and testing requirements to become a licensed funeral director. In his free time, he likes to do anything active and be outdoors. He resides in Shippensburg.

Mark C. Filburn

Licensed Funeral Director

Mark Filburn is a licensed Pennsylvania funeral director who has been employed at our firm since September, 2006. He has worked in the central Pennsylvania area as a funeral director for more than twenty years. He was born and raised in the Pittsburgh area where he attended Westmoreland County Community College and the Pittsburgh Institute of Mortuary Science. He graduated with an Associate Degree in Specialized Business for Funeral Management.

Mark resides in Mount Holly Springs with his wife Christine and three children – Justine, Jeremy, and Jada. Mark is a member of the VFW Post 6168, American Legion Post 223, and is also a member of St. John Evangelical Lutheran Church. He enjoys spending time with his family, playing softball, and hunting.

Derek C. Herb

Licensed Funeral Director

Derek is the son of Bill and Pam Herb, and has been an employee of the funeral home since 2010. Derek is a 2012 graduate of the Shippensburg Area Senior High School and a 2016 graduate of Shippensburg University. He then completed a two year program from the Pittsburgh Institute of Mortuary Science before completing his internship at Fogelsanger-Bricker Funeral Home & Crematorium, Inc. Derek enjoys golfing, hunting, working out, and is an avid fan of the Pittsburgh Steelers, Pirates, and Penguins. He currently serves on the board of directors for the United Way of Shippensburg and is also a member of the Hub City Club, Shippensburg.

Norman H. Bricker

Licensed Funeral Director

Norm has owned a funeral home in Shippensburg since 1978 when he purchased the J. William Barbour Funeral Home at 142 East King Street. In 1979 he purchased the Joseph F. Justice Funeral Home and in 1987, he and his wife Norma, acquired the Mervin O. Fogelsanger Funeral Home at 112 West King Street.

He is a 1973 graduate of Chambersburg High School, attended the Pennsylvania State University Mont Alto Campus, and was a 1976 honors graduate of the Pittsburgh Institute of Mortuary Science.

Norm is a member of Christ United Methodist Church, Shippensburg, and has been active in many civic, community, fraternal, and professional organizations over the years.

He lives in Shippensburg with his wife, Norma. He has a daughter Elise, and a son, Dane. He enjoys fishing, hunting, playing golf, and going to Penn State football games.

 Funeral Directors Assistants

Although they are not licensed funeral directors, these staff members are vitally important to the operation of our firm. These individuals make it possible for us to professionally coordinate funerals with the quality of service our community has come to expect from us.


Todd Sherman

Funeral Attendant, Groundskeeper, Maintenance Supervisor, & Crematory Operator

Todd was born and raised in Shippensburg where he graduated from Shippensburg High School in 1980. He began his work at the Fogelsanger-Bricker Funeral Home in 1982 as a part-time funeral helper and continued his employment there until 1996. He then began his full-time career as a funeral director’s assistant and maintenance worker.

Married in 1982, Todd resides in Shippensburg with his wife Lisa. He has a daughter Ashley and a son Tyler. He is also the proud grandfather of four grandchildren.

He is an active member of West End Fire and Rescue as an EMT/Firefighter. He is a past president of the Shippensburg Area Little League, and a member of the Free & Accepted Masons Lodge #315, Shippensburg. Todd also attends the Cleversburg United Methodist Church.

Charles E. Myers

Part-time Funeral Attendant

Charlie was born and raised in Oakville and worked on farms until 1957 when he graduated from Big Spring High School. He moved to Shippensburg in 1958 and worked at Hoffman Mills on the night shift from 1957 until 2002 (45 years). Charlie started working at J. William Barbour Funeral Home in 1965 and continued after Norman Bricker bought the business from 1978 to 1987. Then when Norman bought out the Fogelsanger Funeral Home in 1987, Charlie continued to work there and has been there ever since.

Charlie started his fire service career in 1960, 47 years ago, as a member of a forest crew, later being appointed to a forest fire warden in 1975 to be in charge of suppression and prevention activities. Charlie is also a charter member and on the board of directors of the Pennsylvania Forest Fire Museum Association. Joined the Vigilant Hose Company #1 in 1962 and is still very active as Chaplin, also being a Fire Policeman which he is the president of that organization, and serve on many committees. He has served as Assistant Boro Chief for 14 years, as well as the Assistant Chief of the Vigilant Hose Company #1, and later to serve as Chief for 20 years. In 1987, was named Chief Emeritus of the Vigilant Hose Company #1. He is the Founder and Chairman of the Shippensburg Fire Safety Education Task Force. Over the years, he has received numerous awards including the Barbour award, the Chief’s award, and the President award. Two engines have been dedicated to Charlie.

Charlie has been active in many County, Regional, and State Fire Associations, being past President of Cumberland County Volunteer Firefighter’s Association, Cumberland County Chief’s Association, Cumberland Valley Volunteer Fireman’s Association, and Fireman’s Association of the State of Pennsylvania. He is still active on many committees of these organizations.

Charlie is a member of several Tractor and Machinery Associations and Railroad Societies. When not working of doing fire related activities, his hobbies are watching, riding, and reading the history of trains, and collecting Railroad memorabilia. Also, he goes to tractor shows and musters with John Deere being his favorite tractor. He also likes to spend time at Camp Charlie in Horse Valley where he works, relaxes, and hunts.

Charlie was married to Vivian for more than 20 years before her recent passing, and has 2 children and 5 stepchildren. His church affiliation is at the Shippensburg First Church of God.

In 2023, Charlie announced his "unofficial" official retirement from Fogelsanger-Bricker Funeral Home & Crematorium, Inc. From doing whatever needed to be done, to driving the hearse, and in recent years, seeing his friendly face greeting everyone at the register book, Charlie’s loyalty and commitment goes unmatched. Most of you who personally know Charlie know that this is not easy for him, and he wanted to let everyone know that you may still occasionally see him sitting next to the register book if he is able. Not only has Charlie given so much of his time to the funeral home, he has volunteered countless hours to the community with enthusiasm. Charlie, thank you for everything you have done for us and for the community.  

Ronald Frey

Part-time Funeral Attendant

Ron has worked at the funeral home since 1999. He retired from Shippensburg University after 37 years of service. Ron is a member of the Shippensburg First Church of God where he sings in the choir. Ron also sings in the choir at the Middle Spring Presbyterian Church, along with his wife, Pat, who directs both choirs. In his spare time, Ron enjoys hunting and fishing. He and his wife have one son, Jared.

Joseph Martin

Part-time Funeral Attendant

Joe was born and raised in Shippensburg. Upon graduation from Shippensburg High School in 1968, he was drafted by the Detroit Tigers Baseball Team. After 35 years of employment at Shippensburg Univeristy, he retired in 2007. Joe became a member of our staff in July 2009.

Joe and his wife, Polly, have four children; Kelly Jo, Pamela, Timothy and Todd. Their three granddaughters Tori, Hannah, and Abigail,  five grandsons Avery, Tyler, Eli, Aiden, and Easton, and two great-grandchildren Everleigh and Watson, are a very important part of their family. Joe enjoys hunting and sports. He is a member of the Shippensburg Church of the Brethren.

Barry Negley

 Part-time Funeral Attendant & Crematory Operator

Barry was born and raised in Shippensburg and graduated from Shippensburg High School in 1969. Married in 1979, Barry resides in Shippensburg with his wife Pam.  

Barry is a life member of Cumberland Valley Hose Company and is also a member of the Vigilant Hose Company. He served as an EMT with C.V. Hose Ambulance for about 15 years and was a past trustee. Barry is also a member of the Cumberland County Volunteer Firefighters Association and served as a fire policeman for many years. He is a member of the Shippensburg Coin Club and a past president. Barry is a member of the Free and Accepted Masons Lodge #315 and many other local organizations. He is affiliated with the Shippensburg First Church of God.  

Barry’s prior employment includes Cressler’s Fruit Market where he worked for nine years, SKF Industries where he worked in the accounting department for fourteen years, and was a part-time employee at Park Lanes Bowling Alley. He currently serves as an elected tax collector for Shippensburg Township and has for the past eighteen years as well as a local associate broker in real estate In the Shippensburg area. In his spare time, Barry likes to golf, take care of his lawn, and visit Gettysburg.  

Don Tosten

Part-time Funeral Attendant

Don Tosten was born and raised on a farm in the Shippensburg Area and graduated from Shippensburg High School in 1964. In 1965, he was drafted into the United States Army and in 1966 was sent to the 4th Armored Division Headquarters in Germany until 1967. After completing active duty, he returned to Valley Quarries. 

In 1970, Don married his wife Linda, and together had a daughter Christie Kissel, and a son Matthew. Don has five grandsons, Hunter and Kyle Kissel, and Caleb, Asher, and Silas Tosten, as well as a great son-in-law, Danny, and a great daughter-in-law, Bethany.

In 1974, Don left Valley Quarries and went to work at Pepsi in Newville. He retired from Pepsi in 2010 with 36 years of service. Don joined our staff in March of 2015.

Don and his wife are members of the Greenvillage Church of God, where their son is the Pastor. In his free time, Don enjoys hunting, golfing at different courses, and spending time with his family.

Susan Fisher

Part-time Funeral Attendant

Sue was born and raised in Shippensburg and graduated from Shippensburg High School. She is a member of the Messiah United Methodist Church, an E.M.T., and a life member of the West End Fire and Rescue and the Cumberland Valley Hose Companies in Shippensburg. She resides in Shippensburg with her husband Chris.  She has one daughter Shea. She enjoys spending time with her family and friends.

Anthony Diehl

Part-time Funeral Attendant

Anthony was born and raised in Shippensburg, graduating from the Shippensburg Area Senior High School in 1997. He is a full-time career firefighter/technician with the District of Columbia Fire & EMS Department since December of 2003, and has been a part-time member of our staff since February 2020. Anthony resides in Orrstown with his wife, Amy, and enjoys camping, the outdoors, and spending time with family and friends. He is a member of the Green Spring First Church of God, and a life member and past president of the West End Fire and Rescue Company.

Larry Kline

Part-time Funeral Attendant

Larry joined the Fogelsanger-Bricker Funeral Home & Crematorium, Inc. staff in 2021. He was born and raised in Roxbury, PA and graduated from the Chambersburg High School. Upon graduation, he served in the United States Air Force. He retired from Mack Truck, Hagerstown, after 26 years of service. Larry and his wife Cathy, have two children, Kevin and Kandi, three granddaughters, Lexy, Becca, and Mady, one grandson Colton and one great-granddaughter Layla. Larry and his wife currently reside in Orrstown. In his spare time, Larry enjoys golfing, and is an avid fan of the Pittsburgh Steelers. He is a life member of the West End Fire and Rescue and a member of the Oscar M. Hykes American Legion Minutemen. Larry and his wife are members of the Shippensburg First Church of God, where they enjoy singing in the church choir.

Timothy Hutchison

Part-time Funeral Service Associate

Tim joined the staff of Fogelsanger-Bricker Funeral Home & Crematorium, Inc. in February of 2022 as a part-time employee. He was born in Huntingdon, PA. When he was two years old his family moved to Shippensburg and purchased Fisher’s Florist. His parents owned and operated the business for 29 years. In 1996, Tim and his wife Stacy purchased the business from his parents and are current owners. They have three children and six grandchildren. He is a member of the Shippensburg Presbyterian Church. His interests include refinishing vintage furniture and spending time with his family.

Support Staff

Typically not seen during the funeral, the behind-the-scenes presence of support staff is nonetheless critical to the day-to-day operation of our facilities. Our support staff plays an important role in ensuring our high standard of service. We are proud of their dedication and commitment.


Pamela S. Herb

Office Manager & Owner

A native of Shippensburg, Pam grew up on a local dairy farm and graduated from the Shippensburg Area Senior High School. She is a graduate of the University of Texas Medical Branch, School of Allied Health Sciences, and previously worked as an ophthalmic technician. She joined the funeral home staff as part-time secretary in 1999 and in 2009 became co-owner of the funeral home with her husband Bill. She is a member of the Shippensburg Kiwanis Club. Her hobbies include scrapbooking, gardening, and spending time with her family, including family get togethers and vacations. She resides in Newburg with her husband Bill and their son Brock. She also has two grown children; Derek and Dylan, a daughter-in-law Keri,  granddaughter Blair and grandson Colson.

Judy Hess

Hair Stylist

Judy has been our in-house hairdresser for more than thirty years. Previously owning and operating her own hair salon in downtown Shippensburg, she retired to care for her adorable granddaughters. She lives in Shippensburg with her husband Bob and is a member of the Prince Street United Brethren Church, Shippensburg.

Kimberly Naugle

Housekeeper

Kim also has been employed by the Fogelsanger-Bricker Funeral Home for the past thirty+ years as our housekeeper. She keeps our funeral home clean for the families we serve. Kim lives in Newburg with her husband Jim. She enjoys spending time with her son and granddaughters, flowers, and gardening.
